1. The Multi-Layered Aviation Governance Matrix

Travelers frequently ask: "Why do different sources say different things about the same item?" The answer lies in the distinct legal mandates of the five different entities regulating a flight:

2. Our 3-State Verdict Classification Algorithm

Every item in our catalogue of 918+ entries is assigned a deterministic 3-state verdict for both Cabin (Carry-on) and Hold (Checked baggage):

✓ YES (Permitted)

Item is unconditionally allowed through standard screening and carriage under general baggage size and weight allowances.

⚠ RESTRICTED (Conditional)

Item is allowed ONLY when specific physical conditions are met (e.g. ≤ 100 ml / 3.4 oz, ≤ 100 Wh, terminals insulated, declared to screening officer, or in quantity limit).

✕ NO (Prohibited)

Item is strictly forbidden from the sterile area, cabin, or cargo hold under federal security or hazardous materials law.

3. Lithium Battery & Cargo Fire Safety Framework

Lithium-ion batteries present thermal runaway hazards. Under FAA Hazmat and ICAO standards:

  • Spare / Loose Batteries & Power Banks: Strictly Cabin Only. Never allowed in checked luggage because an uncontained lithium fire in the cargo hold cannot be suppressed by Halon fire systems.
  • Watt-Hour (Wh) Calculations: Calculated using the strict physical formula:
    Watt-hours (Wh) = (Milliamp-hours (mAh) × Nominal Voltage (V)) ÷ 1,000
    ≤ 100 Wh: Permitted in carry-on with no airline limit.
    101 – 160 Wh: Permitted in carry-on with airline approval (maximum 2 spare batteries per passenger).
    > 160 Wh: Prohibited from passenger aircraft (must travel as fully declared cargo under Dangerous Goods Regulations).
  • Forced Gate-Check Protection: If a passenger is forced to gate-check a roller bag on a full regional jet, all power banks, spare lithium cells, electronic cigarettes, and vital medications must be removed immediately before handing the bag over.

4. Liquids (3-1-1) & Inorganic Powder Physics

Liquid restrictions are based on container volume rather than remaining liquid quantity:

  • Container Capacity Rule: A 200 ml bottle containing only 20 ml of liquid is strictly prohibited at the checkpoint. The vessel itself must be manufactured with a maximum marked capacity of 100 ml (3.4 fl oz) or smaller.
  • Thermal Phase Rule: Frozen liquids (ice packs, frozen breast milk) must be completely solid at the moment of screening. If partially melted or slushy, the liquid portion must comply with the 100 ml limit.
  • Powder Screening (350 ml / 12 oz): Powders exceeding 350 ml (roughly the size of a standard soda can) in carry-on luggage require separate bin screening. Inorganic powders (sand, foot powder, talc) that cannot be resolved through secondary screening may be denied at the checkpoint.

5. Medical & Assistive Device Statutory Safeguards

Under U.S. Federal law (14 CFR Part 382) and Canadian accessibility regulations:

  • Bag Count Exemption: Medically necessary devices (CPAP machines, breast pumps, dialysis equipment) do not count against a passenger's standard carry-on or personal item baggage allowance.
  • Liquid Volume Exemption: Medically necessary liquids, prescription gels, eye drops, and baby milk/formula are exempt from the 3-1-1 quart bag rule in reasonable travel quantities, provided they are declared to officers prior to screening.
  • Complaint Resolution Officer (CRO): If an airline employee incorrectly attempts to charge for, deny, or gate-check an approved assistive device, passengers have the legal right to request a Complaint Resolution Officer immediately.
